COLUMBIA, S.C. (Tuesday, September 6, 2022) By a razor-thin margin of 9-8, the S.C. Senate Medical Affairs Committee gave a favorable report to the Human Life Protection Act (H 5399) without exceptions for rape, incest or fetal anomaly. The full Senate begins debate on the bill Wednesday morning at 10 a.m.

The Medical Affairs Committee action comes less than a week after the South Carolina House of Representatives on August 31, 2022, passed the Human Life Protection Act by a vote of 67-35 on third and final reading.
The Human Life Protection Act protects the right to life of the unborn members of our human family and equally protects the life and serious health of the mother.
In the Senate Medical Affairs Committee, 9 Republicans voted to advance the life-saving legislation while two Republicans and six Democrats voted against the measure.
Voting in favor of protecting life were Committee Chairman Danny Verdin (Laurens), Tom Corbin (Greenville), Billy
Garrett (McCormick), Harvey Peeler (Cherokee), Senate President Thomas Alexander (Oconee), Shane Martin (Spartanburg), Michael Gambrell (Anderson), Richard Cash (Anderson), and Dwight Loftis (Greenville).
Voting against the Human Life Protection Act were Republicans Tom Davis (Beaufort) and Sandy Senn
(Charleston) by proxy; and Democrats Brad Hutto (Orangeburg), John Scott (Richland), Margie Bright Matthews (Colleton), Mia McLeod (Richland) by proxy, Kevin Johnson (Clarendon), Marlon Kimpson (Charleston).
